Dr. Loy “Chip” Cowart is the Chief Medical Officer of Medicaid at Alliant Health Solutions. He provides clinical oversight for all of our Medicaid-related work and routinely interacts with our peer consultant panel.

Dr. Cowart possesses more than twenty years of experience as a practicing primary care physician, with a special emphasis in rural healthcare settings. He has served as Medical Director for several practices and organizations, including his present position as Medical Director for the Hearts and Hands Clinic, a primary care practice for impoverished Bulloch County citizens. Dr. Cowart was previously the president and founder of a consulting firm that provided quality review services for corporate wellness clinics in the southeast.

In addition to his clinical background, Dr. Cowart is heavily involved in community service. He is the President Elect for the Georgia Academy of Family Physicians, and he previously served as the Speaker of Congress of Delegates from 2014 until 2016. Prior to that, he was the President of the Georgia Healthy Family Alliance, an organization that awards grants to clinics providing care to underserved areas of Georgia.

Dr. Cowart received his medical degree from the Medical College of Georgia School of Medicine, and served as the Chief Resident during his residency.
